EU strengthens ETS2 safeguards ahead of 2028 carbon pricing on transport and heating fuels

The European Parliament and Council reached a provisional agreement strengthening the Market Stability Reserve for ETS2, the new carbon market covering buildings, road transport and small industry. The changes double the volume of allowances injected if prices rise above a set level and bring earlier, more gradual releases, while early auctions will now start in 2027 to make revenues available sooner.
