EU policymakers moved to lock in the bloc's climate direction this week, finalising a binding 2040 emissions target while easing reporting burdens on smaller companies, even as EEA analysis points to a large circular-economy investment gap and immature sustainability disclosures. Elsewhere, Nordic energy ministers set out priorities for grid security and flexibility, and the Green Software Foundation widened its environmental scope beyond carbon.
EU finalises binding 2040 climate target of 90% emissions cut
The Council gave final approval to amending the European Climate Law with a binding 2040 target to cut net greenhouse gas emissions by 90% versus 1990. From 2036, high-quality international carbon credits may contribute up to 5% of 1990 net emissions, implying an 85% domestic reduction by 2040.
Council signs off Omnibus I, narrowing CSRD scope for smaller firms
The Council gave final approval to the Omnibus I package simplifying corporate sustainability reporting and due diligence. It narrows the CSRD's scope to companies with more than 1,000 employees and above €450 million net turnover, aiming to limit the trickle-down of obligations onto smaller companies in value chains.
EEA finds circular economy could cut EU climate impact by 22%
In new assessments, the EEA estimates that 17 circular-economy actions could reduce the EU's climate impact by 22% — nearly one billion tonnes of CO2-equivalent — while cutting biodiversity loss by 19% and fine-particulate air pollution by 25%. The agency also flags an investment gap of around €82 billion a year up to 2040 to meet already-adopted circularity objectives.
EEA notes CSRD circular-economy reporting remains immature
In its assessment of circular-economy financing, the EEA observes that current disclosure standards, including under the SFDR, do not fully capture the benefits of circular businesses. It adds that circular-economy and resource-use reporting under the CSRD is still immature, limiting how such benefits factor into financing decisions.
Nordic energy programme prioritises supply security and flexibility
Nordic energy ministers have set security of supply, energy transition and innovation as the objectives of their 2025–2030 co-operation programme, calling for closer coordination amid mounting geopolitical uncertainty. Ministers noted that electrification, data centres and hydrogen production will require significant near-term investment in grid and capacity.
Green Software Foundation broadens scope beyond carbon; SCI for Web ratified
The Green Software Foundation says it is expanding its vision to cover software's full environmental footprint across carbon, energy, water and waste. It also reports ratifying an SCI for AI specification and completing an SCI for Web specification, developed through an AI-facilitated process that brought experts to consensus in about ten weeks.
