Commission proposes ETS revision and Electrification Action Plan

On 17 July 2026 the Commission proposed a targeted revision of the EU Emissions Trading System alongside an Electrification Action Plan, aiming to strengthen industrial competitiveness and support the 2040 climate target. The proposal updates free-allocation and CBAM rules, adds support via a new Industrial Decarbonisation Bank and Investment Booster, and gradually extends emissions trading to municipal waste incineration.

Study argues shifting reading of Paris 'well below 2°C' goal could raise warming
